New York City is in the midst of a period of tremendous growth and change, and public sector capital projects are playing a critical role in the city’s transformation.  These include the redevelopment of the World Trade Center site; rebuilding of communities damaged by Superstorm Sandy; ambitious City-building projects like the new Hudson Yards and Cornell Tech Campus; new mass transit facilities like Moynihan Station; and the reimagination of Times Square as a pedestrian oasis.

Several other ambitious projects are also on the drawing board, from decking over Sunnyside Yards to a new 14-mile light-rail system running along the Brooklyn and Queens Waterfront called the BQX.

How are these projects planned, funded, and built?  What are the roles of government, the private sector, community groups, and individual citizens?  And how do these major projects fit into the broader political, policy, and planning context in the city?
