Follow these steps if you wish to report an incident of sexual violence under the Policy
Everyone is entitled to support if they have experienced sexual violence - this includes students, faculty and administrative and support staff. You can also obtain support and information regardless of whether you wish to file a report.
The Office for Sexual Violence Response, Support and Education (OSVRSE) offers resources to any member of the university community affected by sexual violence. Students can also seek peer support through the Sexual Assault Centre of the McGill Students' Society (SACOMSS).
The first step in making a report is to contact the External Special Investigator (Sexual Violence). You can make a report in one of three ways:

If you wish to make a verbal report, email mcgill.si [at] omega-ombs.ca to set up an appointment with the Special Investigator. Where someone wishes to report an incident of sexual violence verbally, the Special Investigator will write down the information and the survivor will be asked to review and sign that document as reflecting the survivor's report.
It is possible to make an anonymous report by email or by letter. In the case of an anonymous report, the Special Investigator will determine if there is enough evidence to proceed while ensuring that such an investigation would not violate procedural fairness. If an anonymous report is made by a third party, the survivor has the right to be informed of any investigation triggered by this report but does not have to participate in the investigation.
Once a Report has been filed, the Special Investigator will conduct an initial review. During this review, the Special Investigator will determine:
- whether there is jurisdiction* to investigate,
- whether mediation should be proposed to the parties, and
- whether any immediate measures are warranted to protect any Member of the University Community.
As per section 25-28 of the Policy, "the University will investigate a Report where the alleged Sexual Violence occurred in a University Context and where the Respondent is, at the time the Report is made, a Member of the University Community.
A Survivor who is not a Member of the University Community may make a Report and an investigation may proceed provided that the alleged Sexual Violence occurred in a University Context* and the Respondent is, at the time of the Report, a Member of the University Community."
*"University Context" is defined in section 7n of the Policy as:
- on University premises;
- within the context of a University-sponsored program or event or activity whether on-campus or off-campus (e.g., University-sponsored competitions or field trips/studies): or
- off-campus, including online or in social media, where the conduct has consequences that may be reasonably seen to adversely affect:
- the safety of students, faculty or staff while on campus or while participating in a University-sponsored program, event or activity; or
- the right of a Member of the University Community to use and enjoy the University’s learning or working environment."
If an investigation is initiated, it will:
- be trauma-informed;
- maintain procedural fairness;
- recognize and account for intersectional identities and experiences, as well as the disproportionate effect of sexual violence on women, gender minorities, and persons who are racialized, Indigenous, and/or disabled; and
- be conducted and completed within 90 days.
At the end of the investigation, the Special Investigator will provide a written report to the Provost and the parties that includes:
- the findings of relevant facts;
- a conclusion as to whether the evidence is sufficient to find that sexual violence has occurred; and
- a recommendation as to whether disciplinary and/or administrative measures should be taken.
The Provost will issue a final decision based on this report, which will be communicated to all parties within 14 days of receiving the report (or of receiving any requested clarifications). Following this, disciplinary and/or administrative measures are taken, as appropriate.
