RAMQ travel restrictions

In order for you and your eligible dependents to be covered for emergency medical services while travelling outside your province of residence, you and your dependents' provincial health coverage must be in force.  Please read important information below:

Temporary residents

For temporary residents, coverage is limited to a maximum 21 days duration.

The RAMQ imposes a 21-day travel restriction rule. Temporary residents may leave Quebec for periods of 21 consecutive days or less and remain covered under the Quebec Provincial Health Insurance Plan for services covered outside Quebec. If you intend to stay outside Quebec for longer than 21 days, you will not be covered under the Quebec Provincial Health Insurance Plan for services covered outside Quebec for the entire duration of your absence, (even if emergency medical services are incurred during the 1st 21 days of your absence).

Similarly, since you must have provincial health care coverage in order to be covered under the McGill Supplemental Health Plan, if you remain outside the province for longer than 21 days and do not have coverage under the Quebec Provincial Health Insurance Plan, you will also not be covered under the McGill Supplemental Health Plan for services incurred outside Quebec for the entire duration of your absence.

For more information, refer to the RAMQ website - Persons staying in Quebec temporarily.

Permanent residents

For permanent residents, coverage is limited to less than 183 days duration.

To remain covered by the Québec Health Insurance Plan,  your stay outside the province must be less than 183 days in any given calendar year (Jan-Dec).

If you plan to be outside the province for 183 days or more, you must ensure that your coverage under the Quebec Health Insurance Plan will continue while you are away.  It is therefore imperative that you notify the RAMQ before you leave. Consult the RAMQ website  for important details.  Since you must have provincial plan health care in order to be covered by the McGill Supplemental Health Plan, if your Quebec health insurance does not continue, you will not be covered by the McGill Supplemental Health for services incurred outside Quebec for the duration of your absence.

You may remain covered by the RAMQ Health Insurance Plan for an absence of 183 or more in a given calendar year (January 1 - December 31), if you qualify for the once-every-7-years exception. See the RAMQ website. To determine if you are eligible for this exception, contact the RAMQ at  514-864-3411.
