Yaw Nyampong
Mr. Yaw Otu Mankata Nyampong holds a Master of Laws (LL.M) degree in Air and Space Law from the Institute of Air and Space Law, McGill University, Montreal, Canada (2005), a Qualifying Certificate in Professional Law from the Ghana School of Law (2000), and a Bachelor of Laws (LL.B) degree from the Faculty of Law, University of Ghana, Legon (1998). He is a member in good standing of the Ghana Bar Association.
Following his call to the bar in Ghana in October 2000, Mr. Nyampong practiced law with the Ghanaian law firm G. A. Sarpong and Co. for three years, first as a pupil (student-at-law) and later as an associate. As part of his schedule of responsibilities, Mr. Nyampong worked as external counsel for the Ghana Civil Aviation Authority, as a result of which he became very interested in aviation law. It was in pursuit of this new found interest in air law that Mr. Nyampong sought and gained admission to the Master of Laws (LL.M) program at the Institute of Air and Space Law, McGill University in September 2003. He graduated from this program in 2005 and his LL.M thesis on the environmental regulation of aircraft engine emissions from international civil aviation was named to the coveted Dean’s Honour List that year.
In 2006, Mr. Nyampong was admitted to the doctoral program at the Institute of Air and Space Law where he is currently conducting research and writing his doctoral thesis on aviation war risk insurance under the supervision of Professor Paul Stephen Dempsey. During the time that he has been with the Institute of Air and Space Law, Mr. Nyampong has, on several occasions worked, as a research and teaching assistant under the supervision of Professors Paul Dempsey and Ram Jakhu. In April 2007, Mr. Nyampong was appointed as the editor of the Annals of Air and Space Law, a peer-reviewed scholarly journal published annually by the Institute and Center for Research of Air and Space Law.
Denys Wibaux
Educated at the Institut d’études politiques de Paris and holder of a Masters Degree in Law as well as a post-graduate Diploma in International Law from the University of Paris. As a French civil servant, he has occupied several diplomatic posts abroad, in Europe as well as in South America. A diplomat but also a lawyer, he served over a period of twelve years in the Directorate of Legal Affairs of the French Ministry of Foreign Affairs where he dealt, inter alia, with the European law and air law. His last assignment was Director of International Law. In this capacity, he has been involved in various UN conferences and meetings.
Has taught public law as well as international law and European law at a number of French institutions, such as the Institut d’études politiques de Paris, the University of Paris and the École nationale d’administration (ENA).
Author of numerous scientific articles published in legal magazines.
Joined ICAO as Director of the Legal Bureau in May 2004. Since November 2008, Mr. Wibaux has been assigned additional functions. He is now Director of the Legal Affairs and External Relations Bureau. In ICAO, he has been the Secretary of many international meetings working on the development of international air law. He was the Secretary of the Diplomatic Conference in Beijing which adopted on 10 September 2010 two new treaty-level legal instruments related to aviation security.
Aws Al Khanjari
Aws Al Khanjari has a total of 19 years of experience in the aviation industry with the last eleven years in the General Civil Aviation Authority reaching to a position of a Director for the Department of Aviation Security & Infrastructure. Briefly, the department primarily divided into two sections,
The AVSEC Section where primary responsibility is to enhance the security of the travelling public by preventing acts of unlawful interference against aircraft and ensuring that threat items are not carried onto the aircraft.
His career began after graduating with Honors, in Aircraft Maintenance Engineering from the Higher Collages of Technology – Abu Dhabi Men’s Collage. He immediately joined the formally known Gulf Aircraft Maintenance Company (GAMCO) as a certified engineer. Currently, he is pursuing his higher studies in obtaining his Executive Master of Business Administration – Strategic Management at the School of Management at the Higher Collages of Technology.
At the moment Eng. Al Khanjari is the chairman of two most significant committees in UAE and former UAE representative to the ICAO – Cooperative Development of Operational Safety and Continuing Airworthiness Programmes for the Gulf States region.
Billie Vincent
Mr. Vincent’s experience in aviation includes 4 as an air traffic controller in the U.S. Air Force, 20 with the FAA in Air Traffic Control, with over a decade in FAA Training, U.S. Regulatory Activities and Aviation Security, and 23 in the private sector working in all of these disciplines. During these years of professional activities he served as Chief of the FAA’s largest Air Traffic Control Center in New York for three years in the early 1970s before serving as a key executive in the FAA’s headquarters’ ATC system. His years in the private sector have included both executive as well as technical activities.
Mr. Vincent served as the Director of the FAA Office of Civil Aviation Security from early 1982 to the middle of 1986 and is currently the President and CEO of Aerospace Services International, Inc. He has over 26 years in the field of aviation security and counter-terrorism and has written, instructed and spoken extensively on the subject.
Mr. Vincent’s firm, Aerospace Services International, Inc. (ASI) is an Aviation Engineering Design and Consulting firm involved in the design of security systems for seaports, airports, airlines and Head-of-State facilities; and with air traffic management/resource consulting and financial analyses. He has personally been involved in the technical aspects of a number of ASI’s aviation projects. Notable among these have been the New Kuala Lumpur International Airport, Incheon International Airport, New Denver International Airport, Singapore Changi International Airport, the Suvarnabhumi (New Bangkok) Airport and the expansion of the Abu Dhabi International Airport.
Mr. Vincent and two key members of the ASI team were the aviation security designers of the Singapore Changi International Airport’s hold baggage screening system for Terminal 1 and 2 in 2002 and 2003. This design was then used for Changi’s new Terminal 3 that became operational in early 2008. Mr. Vincent also served as the aviation security systems and technical equipment expert on an analysis of the screening equipment for the New Doha International Airport hold baggage screening system in mid-2008. He has spoken on these subjects at the ICAO 34th and 35th Assemblies in September 2004 and 2007. He was also been a key speaker on these subjects at the aviation security conferences in Jeddah in March 2007, the McGill Air and Space Law/Airports of India conference in New Delhi in May 2008, the Passenger Terminal World Conference in Abu Dhabi in November 2008 and at the McGill Air and Space Law/UAE GCAA and Abu Dhabi Airports Company conference in Abu Dhabi in April 2009.
Mr. Vincent is a graduate of Dowling College in New York, has an MPA from Auburn University, Auburn, Alabama and a graduate of the U.S. Air Force Air War College at Maxwell Air Force Base, Alabama.
