Categorizing Absence and Return: Syria’s Repatriation Program

Abstract:  How does the Syrian regime categorize Syrian displacement and absence from areas under government control? And how do these forms of categorization impact someone’s ability to return to the country? This presentation addresses these questions and how Syria’s repatriation program materializes forms of exclusion and inclusion that preclude Syrians’ return.
