Biographie

Adelle Blackett, F.R.S.C., Ad. E., est professeure de droit et titulaire de la Chaire de recherche du Canada (niveau 1) en droit du travail transnational à la Faculté de droit de l'Université McGill. Elle est titulaire d'un baccalauréat en histoire de l'Université Queen's, de diplômes en droit civil et en droit commun de McGill, ainsi que d'un LL.M. et d'un doctorat en droit de l'Université Columbia. Membre élue de la Société royale du Canada, elle a reçu la bourse nationale des droits de la personne Bora Laskin et la bourse de la Fondation Pierre Elliott Trudeau. Elle a été professeur invité à la Cornell ILR School cross appointed at Cornell Law School, Inaugural Chancellor Janice Fukakusa Racial Justice Scholar in Residence à l'Université métropolitaine de Toronto, professeure invitée au Global College of Law de l'Université de Louvain, Centenary Visiting Fellow à la SOAS de Londres, Innis Christie Visiting Professor à l'Université de Dalhousie, Parsons Visitor à l'Université de Sydney et Distinguished Visiting Faculty Member à l'Université de Toronto.

La professeure Blackett a publié de nombreux ouvrages dans le domaine du droit du travail transnational, en mettant l'accent sur les approches décoloniales. Le manuscrit de son livre de 2019 intitulé Everyday Transgressions : Domestic Workers' Transnational Challenge to International Labor Law (Cornell University Press) a remporté le prix du livre savant 2020 du Conseil canadien de droit international (CCDI). Ses recherches actuelles, financées par le CRSH (Insight Grant), portent sur l'esclavage et le droit et soutiennent son rôle de rapporteur général sur les formes contemporaines d'esclavage pour l'Académie internationale de droit comparé, dont elle est un membre associé élu. Elle est la directrice fondatrice du Laboratoire de recherche sur le droit du travail et le développement.

Une grande partie des recherches de la professeure Blackett porte sur l'interface entre le commerce et les normes du travail. Plus récemment, elle a contribué à un white paper pour une initiative sur la refonte du commerce pour le développement durable menée par Dan Esty, Jan Yves Remy et Joel Trachtman. Elle fait partie de la liste d'experts pour le chapitre 23 (commerce et travail) de l'Accord économique et commercial global (AECG) entre le Canada et l'Union européenne et pour l'annexe 31-B de l'Accord entre le Canada, les États-Unis et le Mexique, qui contient des listes de mécanismes de réaction rapide. Elle est également membre du Comité consultatif du commerce et du travail de l'Organisation internationale du travail (OIT).

Pédagogue innovante, elle a élaboré un cours sur l'esclavage et le droit parallèlement à un programme de conférences invitées dans d'autres cours, a donné un cours sur le droit et le développement avec la Banque africaine de développement et a dirigé des cours avec des conférenciers invités sur le droit du travail transnational commémorant le centenaire de l'OIT en 2019 et mettant en vedette le droit du travail des compagnies aériennes en 2023. Elle a reçu le Prix d'excellence en enseignement du directeur de McGill en 2020 (catégorie professeur titulaire), le Prix d'excellence en enseignement et en apprentissage de l'Association canadienne des professeurs de droit en 2019 et le Prix d'excellence en supervision et en mentorat de l'Association des étudiants diplômés en droit de McGill en 2023.

La professeure Blackett possède une grande expérience en matière de droits de la personne et de droits du travail, tant au niveau international qu'au Canada. Au niveau international, elle a notamment été l'experte principale de l'OIT dans le cadre d'un processus d'élaboration d'un traité sur le travail décent pour les travailleurs domestiques et a préparé un projet de code du travail haïtien. Au Canada, elle a été nommée à l'unanimité par l'Assemblée nationale du Québec à la Commission des droits de la personne et des droits de la jeunesse. Elle a également présidé le groupe d'experts fédéral sur les droits de la personne. Elle a été nommée par le ministre fédéral du Travail pour présider le nouveau groupe de travail sur l'examen de la Loi sur l'équité en matière d'emploi du Canada, dont le rapport a été publié en décembre 2023.

La professeure Blackett a joué un rôle actif dans la promotion de l'équité dans le milieu universitaire à l'intérieur et à l'extérieur de McGill. Elle a présidé le comité de recrutement des professeurs de la Faculté de droit pendant cinq années consécutives. Elle a fondé le Dr. Kenneth Melville McGill Black Faculty and Staff Caucus, dont elle a été la première présidente. Elle est la principale rédactrice de la Charte de Scarborough sur la lutte contre le racisme et l'intégration des Noirs dans l'enseignement supérieur canadien et membre de son comité directeur interinstitutionnel.

Les contributions de la professeure Blackett ont été reconnues par le prix du mérite Christine Tourigny du Barreau du Québec et le statut d'avocat émérite, the Queen Elizabeth II Diamond Jubilee Medal et le prix Pathfinder de l'Association canadienne des juristes noirs. Elle a reçu des doctorats honorifiques en droit de l'Université Queen's, de l'Université catholique de Louvain et de l'Université Simon Fraser. En juin 2023, elle a reçu le prix Bob Hepple pour l'ensemble de ses réalisations en droit du travail, décerné par le réseau mondial de recherche en droit du travail.
