Proof of your citizenship or residency status

All applicants applying to the MDCM or joint programs are required to submit proof of residency for their required applicant cohort (International, Canadian, or Quebec resident)   

Note: applicants to the Med-P Qualifying Year are not required to submit such information unless specifically requested (e.g. presented in the application checklist in the online application system).

Residency for MDCM admission purposes is established as of the program application deadline. A change in residency after this date will not result in a change of applicant category. Residency documents are reviewed by the Undergraduate Medical Admissions office, who will make a determination of Residency based on the validity of the documents submitted. 

Applicants whose documents do not fulfill residency requirements for the applicant category they have selected will be notified and switched to the appropriate category.

Note: Residency for tuition fee purposes is reviewed separately by Enrolment Services and is established based on the admitted student’s residency situation as of the start of classes.

Format and Submission

The final document should be in a single PDF file uploaded to the designated checklist item of your application via the online application system.  

Applicants MUST indicate their McGill ID number and Residency Situation on each page of their POCR documents.  Example: “ID 260000000 International”, “ID 260000001 Quebec Situation 8"

*Note: Canadian Passports are also accepted as proof of residency for Canadian non-Quebec residents, however you will be required to submit one of the above documents if admitted, to allow McGill to establish your Quebec permanent code and tuition rate. 

Quebec Residents

Note that only Canadian citizens (including Canadian First Nations and Inuit) and Permanent Residents of Canada can claim Quebec residency.  To be considered a Quebec resident as outlined by the Quebec government you must be able to prove your residency status according to one of the following 14 situations.  

IMPORTANT ► Quebec residency status must be fully established (not provisionally) by the application deadline of November 1st for all those applying to the MDCM program. Changes of citizenship or residency after the application deadline will not be considered.

Select the ONE of situations that best describes you, and refer to the list of document requirements below.

Situation 2

You are a Quebec CEGEP student entering McGill

Applicants for the Med-P Qualifying Year do not need to provide proof of Quebec residency unless requested.

Situation 3

You are coming to McGill from another Quebec University where you were considered a Quebec resident, and have not interrupted your studies for more than two semesters (not including the summer semester).

Only select this situation if no other situation applies. For example, you may use the same situation that you used when you obtained Quebec residency at the other Quebec institution.  Additional documentation may be required, and assessment may be delayed as this status must be validated by the Ministry of Education.

You had Quebec residency status in university and are continuing on at another university without interrupting your studies for more than two semesters (not including the summer semester)..

 Proof of Canadian citizenship or permanent residency 

If you are coming directly to McGill from another Quebec university where you were already a proven Quebec resident, we will normally not require any documentation from you because we can request  that your information be transmitted to us directly by the Ministry of Education. Note that this situation may not be used by Special or Visiting students for a Summer term.

Situation 4

You held a Quebec Selection Certificate (CSQ) at the time you became a Canadian permanent resident

1)       Proof of Canadian citizenship or permanent residency *     

AND:

2)      A valid CSQ by way of one of the following:

  • a copy of your CSQ
  • a copy of your IMM landing paper upon which your CSQ number is machine typed
  • a copy of your parent's CSQ if your name appears on their CSQ
  • a copy of your parent's CSQ and your parent's IMM landing paper if your name appears on their IMM landing paper   
  • an official letter from the MICC attesting that you  were previously issued a CSQ

* Permanent Residents: your Canadian permanent resident status must have been obtained either during the validity period of your CSQ or during the two-year period immediately following the expiry date of your CSQ in order to qualify for this Quebec residency situation. Citizens are not required to demonstrate a landing date.

Situation 5

Your parent's [3] (or sponsor's) main residence is in Quebec

1)      Canadian birth certificate OR proof of Canadian citizenship or permanent residency OR  certificate of Indian status OR a valid Makivik society card.  

AND:

2)     A copy of a government-issued document validating kinship between you and your parent or sponsor  

AND:

3)     Parent/sponsor's proof of Quebec residency. Either a copy of their valid RAMQ[4]-issued Quebec Medicare card OR proof that your parent's or sponsor's main domicile is in Quebec

Situation 6

You resided in Quebec for one year preceding the application deadline and did not study full-time at a Quebec educational institution

1)      Canadian birth certificate OR proof of Canadian citizenship or permanent residency OR  certificate of Indian status OR a valid Makivik society card.  

AND:

2)     A sworn statement, wherein you attest that you were not a full-time[5] student in the province of Quebec during the relevant 12-month reference period. Note the statement must be signed by the commissioner of oaths for the purposes of Medicine Admissisons.

AND:

3) For this 12-month reference period: either a copy of a valid RAMQ4-issued Quebec Medicare card or proof that your main domicile is in Quebec.

Situation 7

You are receiving financial assistance from Aide financière aux études du Québec (AFE)

Or you are the former recipient and did not interrupt your studies for more than two consecutive semesters (not including the summer semester).

1)      Canadian birth certificate OR proof of Canadian citizenship or permanent residency OR  certificate of Indian status OR a valid Makivik society card.  

AND:

2)     Proof of receipt of Quebec financial aid. Proof can be demonstrated by submitting the confirmation letter from AFE (financial assistance statement) OR a copy of your certificate of guarantee delivered by AFE. 

AND: 

3)     If this will be your first program at McGill and you have received aid previously while registered at another Quebec university, copies of your previous school's transcripts (N.B. Only transcripts from a post-secondary school situated in Quebec are acceptable)

Situation 8

You have lived three months in Quebec without having resided elsewhere in Canada for more than three months

One of 3 scenarios must apply:

1)     Permanent Resident (landed immigrant) You are a permanent resident of Canada who has taken up residency in Quebec within the first three months after your permanent resident landing date (i.e., the date you became a permanent resident). Provide:

a.      Proof of permanent residency.  

AND:

b.      Proof of your Quebec residency since your arrival in the province. Either a copy of your valid RAMQ4  issued Quebec Medicare card or proof that your main domicile is in Quebec.

OR,

2)     Returning Permanent Resident (landed immigrant) You are a permanent resident of Canada, who departs from Canada within the first three months of your date of landing and subsequently establish yourself in Quebec immediately upon your return to Canada. Provide:

a.      Proof of permanent residency.

  AND:

b.      Proof of your activities outside of Canada for the period between when you first landed in Canada and when you returned to live in Quebec (e.g., enrolment letter from former school, academic transcripts clearly indicating range of dates of enrolment, proof of employment or residence).

AND:

c.       The sworn statement for returning permanent residents. Note the statement must be signed by the commissioner of oaths for the purposes of Medicine Admissisons.

AND:

d.      Proof of your Quebec residency since your arrival in the province: Either a copy of your valid RAMQ4 issued Quebec Medicare card or proof that your main domicile is in Quebec.

OR

3)    Canadian citizen (Including Canadian citizens born abroad)  You are a Canadian citizen living in Canada for the first time in your lifetime. Before entering Quebec, you never resided in another province or territory than Quebec for more than three cumulative months. You have now been living in Quebec for at least three months.

a.      Either Canadian birth certificate OR Proof of Canadian citizenship.

AND:

b.      Proof of activities for the 10-year period prior to your arrival in Quebec (e.g., enrolment letter from former school, academic transcripts clearly indicating dates of enrolment, proof of employment and/or residence)

AND:

c.        The sworn statement for Canadian citizens. Note the statement must be signed by the commissioner of oaths for the purposes of Medicine Admissisons.

AND:

d.      Proof of your Quebec residency since your arrival in the province. Either a copy of your validated RAMQ4 issued Quebec Medicare card or proof that your main domicile is in Quebec.

Situation 9

Your spouse is considered to be a Quebec resident according to one of the 13 other Quebec residency situations

Either a Canadian birth certificate OR proof of Canadian citizenship or permanent residency OR certificate of Indian status OR valid Makivik society card.

AND, documents for 1 of these 3 scenarios:

1.     Legal Spouse by Marriage or Civil Union

a.      A copy of your marriage or civil union certificate.

AND:

b.     All of the documents for your spouse meeting one of the 13 other situations available to prove that they are a resident of Quebec.

OR,

2.     Common-law Spouse with child(ren)

a.      The sworn statement attesting to one year of cohabitation as proof of your common-law relationship with your spouse. Note the statement must be signed by the commissioner of oaths for the purposes of Medicine Admissisons.

AND:

b.     A copy of the birth (or adoption) certificate for your or your spouse's child. It must state the names of both parents of the child.

AND:

c.     All of the documents for your spouse meeting one of the 13 other situations available to prove that they are a resident of Quebec.

OR,

3.     Common-law Spouse without child(ren)

a.      The sworn statement attesting to three years of cohabitation as proof of your common-law relationship with your spouse. Note the statement must be signed by the commissioner of oaths for the purposes of Medicine Admissisons.

AND:

b.     All of the documents for your spouse meeting one of the 13 other situations available to prove that they are a resident of Quebec.

Situation 10

You are a member of a First Nation or Inuit nation in Quebec

Consult the Quebec Ministry of Education's list of recognized nations

Members of a First Nation in Quebec

1)       Your valid Indian status card issued by the federal government of Canada (both sides of card). Your card must indicate that you are a member of a recognized Quebec territory.

If your card does not indicate a recognized Quebec territory, you must also provide one of the following:

2)      Band council letter. A letter signed by your band council and on band letterhead, attesting that you are a member of a Ministry-recognized Quebec nation. OR,

3)      James Bay Beneficiary card.  If you are a James Bay Treaty beneficiary, a copy of your beneficiary card issued by the Cree Grand Council, as long as your beneficiary number is shown.

Inuit beneficiaries of the James Bay and Northern Quebec Convention

1)      Your valid Makivik society card

If your card does not indicate a recognized Quebec territory, you must also provide:

2)     a letter from the Makivik Society confirming that you reside in Quebec

Situation 11

You continued to reside in Quebec even though your parents or sponsor no longer reside here.

* You cannot have left and then returned to Quebec since their departure.

1)      Either a Canadian birth certificate OR proof of Canadian citizenship or permanent residency OR certificate of Indian status OR valid Makivik society card.

AND:

2)     A copy of a government-issued document validating kinship between you and your parents OR your Canadian permanent resident landing paper which clearly indicates the name of your sponsor.

AND:

3)     Proof that your principal and permanent domicile has been in Quebec since your parents or sponsor stopped residing in Quebec.  Documents must be valid from the time your parent(s) or sponsor stopped residing in Quebec.    Either a copy of your valid RAMQ4-issued Quebec Medicare card or proof that your main domicile is in Quebec.

AND:

4)     Proof of Quebec residency of one of your parents/sponsor up until their date of departure from the province.

Situation 12

You were adopted by a person residing in Quebec at the time of your adoption.

1)      Either a Canadian birth certificate OR proof of Canadian citizenship or permanent residency OR certificate of Indian status OR valid Makivik society card.

AND:

2)     A copy of the adoption order issued by a Quebec court 

Situation 13

Your two parents are deceased and one of your parents or your sponsor was residing in Quebec at the time of death

Both of your parents must be deceased, but only one of the parents must have had permanent domicile in Quebec at the time of death.

1)      Either a Canadian birth certificate OR proof of Canadian citizenship or permanent residency OR certificate of Indian status OR valid Makivik society card.

AND:

2)     A copy of a government-issued document validating kinship between you and your parents.

AND:

3)     A copy of the death certificate for each of your parents or sponsor (at least one of which was issued by the Directeur de l'état civil du Québec).

Situation 14

You have already been granted Quebec resident status in the past and in the past 5 years:

1) You were enrolled at a Quebec post-secondary institution; and 

2) Your tuition status at that Quebec post-secondary institution during your period of enrollment was that of a Quebec resident; and

3) You were residing in Quebec for at least 3 consecutive years.

Only select this situation if no other situation applies. Additional documentation may be required, and assessment may be delayed as this status must be validated by the Ministry of Education.

1)       Canadian birth certificate  OR  Proof of Canadian citizenship or permanent residency OR Certificate of Indian status OR  Makivik society card

AND:

2)      Quebec Medicare card OR proof that your main domicile is in Quebec; must be valid for three consecutive years within the five-year reference period immediately preceding the MDCM application deadline.



[1] Quebec birth certificate: Your Quebec birth certificate must have been issued by the Directeur de l'etat civil, and must feature the notation Certifié conforme or Certified. The certificate must have been issued after January 1994. Certificates marked Certifié conforme a l'article 137 are only acceptable to prove Canadian status, and not Quebec residency.  Long-form Birth Certificates are preferred, but Short-form is acceptable if all necessary information for your selected Situation is included. If you were born before 1994 you can provide a Statement of live birth or birth registration certificate.  Statement of live birth or birth registration certificates issued by the Quebec government must include the place of birth on the document in a clearly identifiable location in Quebec, e.g., Montreal. Statements of live birth that have been noted with the following are not acceptable: "This document is not a birth certificate" or "this document is not an act of birth".

[2] Canadian Passport: A valid or expired Canadian passport is acceptable where the place of birth indicated is a clearly identifiable location in Quebec AND you already have a Quebec permanent code which has been validated to McGill by the Ministry of Education (i.e. the perm code is visible in your Minerva account at Student>Student Accounts>View Tuition & Legal Status).

[3] Parent/ sponsors:
a) Your parent/sponsor's principal and permanent residence must be in Quebec.
b) Your parent/sponsor is not required to reside in Quebec for a minimum time before you may benefit from Quebec tuition rates.
c) You are not required to reside with your parent/sponsor.
d) You do not have to be a minor.

[4] RAMQ Card: Quebec Medicare card. Expired cards are not acceptable. 

[5] Full-time study is defined as being registered for 12 or more credits in one semester, or for an activity which is considered equivalent to full-time status. (e.g. some internship or co-op programs, thesis full-time, thesis additional session, thesis evaluation, or non-thesis extension). Note that grades of W count towards your status as full-time.

A finding of misconduct in the application process may lead to a refusal or, if an offer of admission has already been extended, a withdrawal of the offer at the sole discretion of the University.
