Keynote Speaker: Mr. Francis Scarpaleggia, Member of Parliament, Lac Saint Louis

Francis is the Liberal Water Critic and a Vice Chair of the House of Commons Standing Committee on Environment and Sustainable Development. He has also served on the following House of Commons committees: Canadian Heritage; Transport; and Government Operations and Estimates.

Francis is founding Chair of the National Liberal Water Caucus, a group of Liberal M.P.s and Senators dedicated to strengthening Canada’s water policies. He has made the protection of this vital resource a personal priority. With this goal in mind, Francis has called for a national water strategy and introduced water-related legislation in the House of Commons. Namely, he has introduced bills to ban bulk-water exports, reduce phosphates in detergent, and stop Canada’s lakes from being used as dumping grounds for toxic mining waste. He also initiated an in-depth study by the House of Commons environment committee into the impact of oil sands development on Canada’s freshwater resources and wrote the Liberal report from the study.

From 2006 to 2008, Francis was Chair of the Caucus of Quebec Liberal M.P.s and Senators.

Francis is also a member of the Parliamentary Committee on Palliative and Compassionate Care, a non-partisan parliamentary caucus that aims to promote awareness of deficiencies in Canada’s palliative and compassionate care framework.

From 1993 to 2004, Francis worked as parliamentary assistant to his predecessor, Clifford Lincoln.

Before entering politics, Francis taught business administration at Montreal’s Dawson College. He also spent several years working in the private sector, including as a corporate budget analyst.

Francis did his undergraduate work in economics at McGill University and earned a Master’s degree in economics from Columbia University, in New York. He later obtained an MBA from Concordia University.
