Here is an expert from McGill University who can provide comment on this topic:

François Bouffard, Associate Professor and William Dawson Scholar, Department of Electrical and Computer Engineering

“Hydro-Québec’s acquisition of Great River Hydro is in line with its 2020 partnership struck with Innergex and with their joint acquisition of 60 MW of hydro generation in the State of New York in 2021. The corporation is looking to diversify its asset portfolio and increase its revenues in markets where are high electricity prices are the norm. This acquisition will also allow Hydro-Québec to increase its participation in the energy transition of the Northeast of the continent.”
