Situation 8

Situation 8. Three months in Quebec without ever having resided elsewhere in Canada for more than three months:

You have never resided in Canada prior to your first semester at McGill and within three months of your arrival in Canada, you took up residence in Quebec; OR you are a permanent resident of Canada who took up residence in Quebec within the first three months after becoming a permanent resident

*This is a temporary status; a break in enrolment may impact this status.

There are three scenarios for this situation:

a) Landed Immigrant: You are a permanent resident of Canada who has taken up residency in Quebec within the first three months after your permanent resident landing date (i.e., the date you became a permanent resident).

Documents Required:

  1. Proof of permanent residency
  2. Proof of your Quebec residency since your arrival in the province to present. Either a copy of your validated* RAMQ issued Quebec Medicare card or proof that your main domicile is in Quebec (PDF icon proof of domicile).

b) Returning Landed Immigrant: You are a permanent resident of Canada, who departs from Canada within the first three months of your date of landing and subsequently establish yourself in Quebec immediately upon your return to Canada.

Documents Required:

  1. Proof of permanent residency
  2. Proof of your activities outside of Canada for the period between when you first landed in Canada and when you returned to live in Quebec (e.g., letter from former school or employer confirming start and end dates of activity).
  3. The sworn statement for returning permanent residents.
  4. Proof of your Quebec residency since your arrival in the province to present. Either a copy of your validated* RAMQ issued Quebec Medicare card or proof that your main domicile is in Quebec (PDF icon proof of domicile).

c) Canadian citizen (Including Canadian citizens born abroad):
Three months in Quebec without having resided elsewhere in Canada for more than three months: You are a Canadian citizen living in Canada for the first time in your lifetime. Before entering Quebec to begin your studies at McGill, you never resided in another province or territory than Quebec for more than three cumulative months. You have now been living in Quebec for at least three months.

Documents Required:

*Especially for this situation - Please start sending your documents as they become available, do not wait to make one single submission late in the term after 3 months in QC. This is because we need to determine as soon as possible if there are issues with any of the documents you provide, so that you will have enough time to arrange for other documents as necessary, before the submission deadline.

  1. Proof of Canadian legal status
  2. Proof of activities for the 10-year period prior to their arrival in Quebec (letter from former school(s) indicating start and end dates of enrolment).
  3. The sworn statement for Canadian citizens.
    • Once arrived in Montreal, please complete your sworn statement without signing it and forward to us for review. We will reply confirming if any corrections are needed and provide you options for booking a signing appointment with a Quebec commissioner for oaths.
  4. Proof of your Quebec residency since your arrival in the province to present. Either a copy of your validated* RAMQ issued Quebec Medicare card or proof that your main domicile is in Quebec (PDF icon proof of domicile).
    • Provide your lease and first mailing once available. The second mailing, dated three months later to demonstrate three months residing in QC, is to be provided as soon as possible once available BEFORE the end of the term. The mailings we receive the most for this purpose are PDF ebill of a cell phone and PDF monthly bank e-statement.

*We will authenticate your card so as to establish proof of domicile as per the guidelines issued by the Quebec Ministry of Education. If your card does not validate, you will be required to submit proof of domicile. In general, cards with a sequence number of 01 (on the card between your name and date of birth) will likely not fulfill the residency requirement. Expired cards are not acceptable.
